Rule 90A
Management of leadership evaluation
(1) The following leadership evaluation committee will be constituted for the leadership evaluation of gazetted special category civil servants:--
(a) Chief Secretary to the Government of Nepal – Coordinator
(b) Administration and management experts designated by the Government of Nepal - Member
(c) Executive Director of Nepal Administrative Training Institute – Member
(2) For the leadership evaluation of gazetted first class civil servants, the following leadership evaluation committee will be formed:-
(a) Chief Secretary to the Government of Nepal – Coordinator
(b) Senior most Secretary to the Government of Nepal – Member
(c) Secretary to the Ministry of General Administration – Member
(d) Administration and management experts designated by the Government of Nepal - Member
(e) Executive Director of Nepal Administrative Training Institute - Member
(3) The committee according to sub-rules (1) and (2) shall evaluate the leadership ability of the gazetted first class civil servants who are potential candidates for promotion to the post of gazetted special category by the end of the month of each year and submit a report to the Government of Nepal within the month of month of each year. The relevant agency should provide the necessary information to this committee.
(4) When the leadership evaluation committee evaluates the leadership in accordance with sub-rule (2), the progress of the annual program of the organization led by the civil servant, policy analysis ability, ability to take the lead while executing the work, decision-making ability, satisfaction of the client group, progress of Veruzu Fachhrout, annual performance of the constitutional organ The basis of the report should be the integrity, collective work system, professional sensitivity, interpersonal relations and creative or creative improvements made in the working organization. According to this sub-rule, the committee may secretly collect information on the behavior and conduct of the concerned civil servants while conducting leadership evaluation.
(5) In making the assessment in the report under sub-rule (3) heThe level of the concerned civil servant should be clearly disclosed according to the bases as per clause (4).
(6) The said report can be considered as the basis when the Government of Nepal appoints a position according to Section 15 of the Act, transfers according to Section 18 and promotes according to Section 19.
(7) The report submitted in accordance with sub-rules (1) and (2) shall be kept confidential. But if the concerned civil servant makes an application and demands, he will have to provide information about his level.
(8) Other bases and procedures for leadership evaluation will be determined by the committee.
(9) The committee under sub-rules (1) and (2) shall be in the office of the Prime Minister and the Council of Ministers.
